She was born 7 August 1961 at Green Bay, Brown County, Wisconsin, the daughter of Lawrence and Margaret (William) Koeppen. Her birth is recorded in Brown County birth records.

She graduated from green bay East high school in 1979 and the University of Wisconsin at Oshkosh in 1984 with a Bachelor of Science degree in Criminal Justice and Political Science.

Timothy graduated from Port Washington high school in 1978 and the University of Wisconsin at Oshkosh in 1985 with a Bachelor os Science degree in Political Science.

He entered the United States Army in September 1978 and was discharged September 1981. He was a helicopter mechanic and crew chief from February 1979 to February 1980.

Timothy has been a police officer for the city of Milwaukee since September 1985.

Lisa is a housewife.
